Avedis Hamelian bought his historic three-story home near the Grand Serail, official residence of the Prime Minister, almost 60 years ago. He and his wife raised their three children there, and after the war forced Avedis to close his downtown shop, he kept the cloth and other sewing materials in which he traded there as well. He had not used the shop in more than 15 years when the war ended and representatives from Solidere, the real estate company created and contracted in the early 1990s for the express purpose of rebuilding central Beirut, sought to buy it. Given little choice, he agreed to sell the store at the price set down by the government-appointed appraisal committee: $15,000 in Solidere shares. Their value has since fallen to $6000.

So Avedis was no stranger to Solidere when he heard in 1994 that the company, whose primary stockholders are multi-millionaire Prime Minister Rafic Hariri and his family, was planning on taking control of the area in which his house is built as well. But Avedis, who is now 82, thought that he might be able to secure a different fate for his beloved home than he had for his shop. Following on a tip in An-Nahar, he went to the Solidere office to see if he could keep his house on the condition that he undertake the company’s mandated renovations. Solidere agreed; by the following January, Avedis had the conditions with which his renovation would have to comply in hand. He also managed to get the required bank guarantee that he could furnish the full cost of the renovation—$2.5 million, ten percent of which would go in fees to Solidere.

But three months later, things began to go wrong. Solidere informed Avedis that his renovations could only go forward if he removed a signal from his ownership contract that had been put in place almost three decades earlier, when he and his brother had a dispute over ownership of the home. Avedis was certain that this was illegal, since he had long since given Solidere a copy of his ownership agreement. When the dispute was brought to court—with Avedis suing and Solidere counter-suing—a judge agreed.

On August 8, 1998, the appeal was still pending, but the court had gone into recess for the summer. Avedis thinks this is the reason that Solidere chose that day to come to his door. He and his wife were just finishing lunch when they heard the knock. Awaiting them in front of the house were almost two dozen soldiers and construction workers, with a company representative. Avedis and his wife were told they had to leave immediately. Even now, six years later, the memory still causes Avedis, who was 76 at the time, anguish and even tears.

“This doesn’t happen in any country,” he says mournfully. “In every country in the world, they have to give some notice.”

After a pause, he adds, “It’s not right to throw old people out without any notice.”

Turned out on the street, Avedis and his wife went to stay with her sister in Gemmayzeh. Two days later, a neighbor called to say that workers from Solidere were hauling everything out of their house. Avedis returned to see if he could salvage any of their belongings, but he was only able to take what he could carry: some official documents, photos, and the couple’s passports. He says that Solidere intended to demolish the house but that the company changed its mind when a team of foreign engineers asserted that it had special historic value.

“So they just took it and sold it to another person, as it was,” Avedis recalls. “With lawsuits pending, they had no right to sell it.”

In total, Avedis has lodged five lawsuits against Solidere and made a host of personal appeals to politicians and company representatives to help. So far, his efforts have been in vain. The most he has been offered in court is more Solidere shares as compensation. But at age 82, with all of his children abroad and his entire life savings dissipated on the lawsuits, all Avedis wants is the return of his land. He thinks the Court of Cessation, whose verdict he has been awaiting for three and a half years, is simply “waiting for him to die.”

Avedis’s story may seem gruesome, but he is not alone. According to a report just released by The Coalition of Rightful Owners of Downtown Beirut, a group of property owners whose land was also taken by Solidere, only one hundred of the more than 5000 families who lived in Beirut’s historic center before Solidere’s land-grab remain; the number of businesses, once above 15000, has fallen to 950.

Not all of them left by choice. According to the report, Solidere used a number of illegal tactics to force owners who refused the company’s offer of compensation out of their homes and offices, including cutting off their water and electricity; suspending trash service; and overtly threatening their safety. The number of forced removals, like Avedis experienced, is not given. But the report contends that between 1994 and mid-1996, 1500 buildings in the city’s historic center were destroyed.

It claims that in 1996 one building was even demolished with its inhabitants still inside, causing 15 deaths and 22 injuries.

This section of the report concludes, “The evacuation of the owners and migrants in the central district was revolting and demeaning; it was the worst thing Lebanese citizens could have had to face in the post-war period. It resulted in several unexpected deaths, heart attacks, psychological traumas, and other diseases the repercussions of which are still unfolding and affecting lives to this day.”

Activists working with the Coalition say that the value of the property taken by Solidere was assessed by government-appointed committees whose appraisals were binding. Compensation was granted only in the form of Solidere shares, whose values tumbled precipitously almost immediately upon allocation. Because of Solidere’s political-connectedness, there was little that property owners could do to protest.

According to the report, the company’s actions violated Article 15 of the Lebanese Constitution, which prohibits the requisitioning of private property for any purpose that does not serve the public good. Even in cases where this requirement is met, the government is obligated to establish committees to which owners can appeal the appraised value of their land and the government’s right to requisition it. The report also points out that under the Taef Accords, all internally displaced people were guaranteed the right to return to their land—a right brazenly violated by Solidere’s seizure of buildings it claimed were abandoned.

Solidere, for its part, has made a compelling international case for its downtown development project. Guidebooks tout the city’s historic center as one of Lebanon’s must-see destinations and a powerful testament to the country’s post-war recovery. On weekend evenings, its up-scale cafes and clothing stores attract large crowds of Beirutis—though not all of them can afford to buy anything. Where Avedis’s store once stood there is now an Aishti, an ultra-trendy clothes and make-up store with some of the highest prices in the city. Solidere’s website boasts of endless possibilities for enjoyment in the redeveloped area, from window shopping to biking along the waterfront or taking in the archaeological sites.

The website adds, “Providing a broad range of quality land and real estate development activities and services, Solidere combines the business independence and acumen of a private company with global vision and a sense of public service.”

With its latest report and its promise of several public protests to come, The Coalition of Rightful Owners of Downtown Beirut hopes to dislodge this image in the public eye. Besides asserting the owners rights, it accuses Solidere of committing large-scale financial fraud and political favoritism—and of recklessly destroying archaeological sites encountered during construction. But for land owners like Avedis, all of that is secondary to the personal trauma reeked by the company’s brutal tactics and land seizures.

- In the Caucasus, and particularly in Chechnye we meet another episode of the war unleashed by the USA - NATO (and now with Israel) to reach the total control of the world under the direction and the hegemony of the yankees imperialism.

This fact is the basis of the war of Chechnye. It's impossible to analyze a conflict without knowing its history and the determining, the more immediate and fundamental factors that are playing their role, even if they are complex and camouflaged. No one can ignore that Russia is now the big military and economic objective of the imperialists and in particular of the USA, the 3rd Reich and Israel.

Aggressions, alliances and the strategic projects of all kind of types, that the imperialism begins to put in march in the Balkan (since long time ago), in the Caucasus and in the region of the Middle Orient, looking for the oil of this vast region and also starting the first phase of an aggression war and conquest of Russia and so, its wealth, its manpower and its market. It's also a tentative to submit the Russian proletariat.

Yeltsin, his clique and all those that sustain him like Ziuganov and others, are not at all enemies of the imperialism USA - NATO - Israel. Contrarily, they are the blind and criminal instrument used by the imperialism to prepare the destruction of Russia and to inflame the strengths of the Islamic fundamentalism, that they are armed and used to provoke Russia and lead the country to their domain to weake and to discredit it. The clique of the Kremlin is the best ally for the imperialism and its tries of destroying Russia with its own war of extermination against the people of Chechnye. The IMF depends on the USA and the money that arrive in Russia serves fundamentally to sustain this clique and those that support him. The USA- NATO- USRAEL also pay and arm the guerrilla warfare of Chechnye and some other countries of the Caucasus where they want introduce a hold to separate Russia of Siberia and China, to deprive them of oil.

The clique of the Kremlin and its commanders of the guerrilla warfare of Chechnye are not anything else that puppets whose cords are held by the
imperialists.

Liberation war of the Chechenian people? Those that believe it, are going to apply a principle to a situation abstracting of the concrete circumstances and their interrelationships in the international and regional territory.

The broken tree of the right to the self-determination of Chechnye, broken at present by Russian and Chechenians and especially by the imperialists, is
preventing to see the forest of the imperialistic plan of domination in this
strategic region.

As for " the struggle against terrorism " that is evoked by the Kremlin it is not anything else that a bad and sinister alibi that was good to manipulate and to poison the Russian public opinion to permit that the clique of the Kremlin remained in the power applying their antisocial and antiworkers politic by the dictation of the IMF and the imperialists.

The Russian proletariat, and all the proletariat of all over the world, must
make an effort to know very well what is the true interrelationship of strengths at international scale and what are plans of the imperialists. This real and concrete knowledge it is the first and indispensable step to the unite of the proletarians from all over the world in order to guide the fight of the peoples and nations, dominated and attacked by the imperialism, with the biggest efficiency against the common enemy of the suffering humanity: the capitalism and the imperialistic monster generated by it.

The proletariat must have an independent class position in every concrete problem if it wants to preserve its revolutionary independence in the big
strategic lines of its liberating struggle.

- This is the most likely version of the plane crashes that happened August 25, 2004. The southern direction of flights from Moscow (especially towards Sochi, Southern Russia) is the air route that Putin often uses. Also, there are increased security measures used for the Ruler of Russia. After the zioni-provocations of September 11, 2001, the US publicly announced that civilian airplanes will be shot down in the US airspace on suspicion of being hijacked. There is no doubt that similar decision was adopted by the Kremlin as well. But in the conditions when the country is run by the KGB/FSB, such decisions are never made public. This is a state secret. This is why none of the journalists took a risk to express this most likely version of the deaths of 90 passengers of two airliners. At best, such journalists would have lost their jobs. Even though the officials are avoiding to directly accuse Chechen militants of involvement in these plane crashes, demonstrative measures of 'tightened security' in airports are still supposed to direct the public opinion towards the 'Chechen trace' in order to divert the people's attention from who the real culprits of the people's deaths are. These are the facts that speak in favor of the version that the planes were shot down by Russian air defense system. The eyewitnesses heard an explosion up in the sky. And consequently, the fragments of the airplanes were scattered across large areas. Furthermore, unprecedented security measures caused by the ongoing Russian-Chechen war virtually rule out any chances of ammunition or armed attackers getting on an airplane. The altitude of the air route of 10 kilometers high is beyond the reach of any handheld rocket launcher, which could be used by fighters of any national liberation movement of the North Caucasus.
All the rest of the official versions, brought up by the 'authorities', such as: poor-quality fuel, engine failures, etc. � make no sense whatsoever. For the altitude (and the time of the fall, accordingly) would have allowed the crew to report to the air traffic controller about any incidents that were happening on board the plane. In the conditions of the total hysteria caused by the myth about so-called 'international terrorism', imposed by the official propaganda, the military are probably allowed to conduct a 'pre-emptive strike' in case a plane gets hijacked. Failure of emergency notification system about hijacking could have caused an air-defense missile to be automatically launched and to hit a locked-in target. In Russia we all are living at somebody's gunpoint. We are unlikely to get the truth about the real reasons of the disaster. Or we may find out the truth by accident, under the circumstances that do not depend on the state. We all remember how thoroughly the witnesses of the Moscow theater siege events (2002) were being physically removed, and we all can remember how FSB/KGB was getting in the way of independent investigation of the blasts of apartment buildings when the Second Russian-Chechen War started. Many people in Moscow were suspicious about the sudden death of Member of Russian Parliament (Russian State Duma) Shchekochikhin, one of the initiators, who was heading that investigation. Is it any wonder that foreigners were not allowed to rescue the crew of the Kursk nuclear submarine? It was more of a surprise that no 'Chechen trace' was discovered in the wreck of the Kursk submarine. However, we all can remember how Putin discovered that very 'trace' in Jew York City on September 11, 2001. But for some reason Mr. Bush shunned such a 'gift'. YUKOS is the result of a 'loans for shares' deal brokered through the semi-coherent Boris Yeltsin in 1995. Here, the liberal Russian government swapped loyalty from the oligarchs in exchange for privatization at prices far below that of the market. This $40 billion giant was bought for about $300 million, thus looting the entire Russian economy for the benefit of a handful of Israeli citizens living in Russia. When YUKOS' chair, Mikhail Khodorkovsky, was arrested at the end of last month, the American capitalist establishment went orbital. Forgetting the 1999 New York Times's expose on massive money laundering and fraud from YUKOS, the conservative establishment began to lionize oligarchy and, specifically, Khodorkovsky. Recently, The Financial Times weighed in with a giggly piece from Chrystia Freeland, which referred to the oligarch as a 'democratic activist.' About a paragraph later, the writer said - without irony - that the oligarch's model for economics is the robber baron factories of the early American 20th century. Fox News, on Nov. 3, referred to YUKOS as the most progressive corporation in Russia. According to a Nov. 3 Agence France-Presse story, Khodorkovsky made a deal with Jacob Rothschild this year that control of the YUKOS giant would pass to Rothschild in the event of Khodorkovsky's arrest. However, the Russian government has frozen all YUKOS assets for the time being. It is significant that YUKOS's liberal pressure group, the Open Russia Foundation, is completely controlled by Rothschild now that its founder is in jail. As their official mission statement reads, "The motivation for the establishment of the Open Russia Foundation is the wish to foster enhanced openness, understanding and integration between the people of Russia and the rest of the world."
Their board of trustees includes Rothschild and Henry Kissinger. The Washington, D.C. launch of the organization included Sen. Ted Stevens (R-Alaska) and Librarian of Congress James Billington, one of the leading voices against Russian traditionalism in the academic establishment. Significantly, the Open Russia Foundation recently provided Yale University with substantial grants to study the Russian economy as well as providing the Carnegie Foundation with 3 percent of its entire operating budget.
It seems that the drive to control the globe's energy is progressing. The American empire's battles in Serbia, Central Asia, Iraq and Chechnya are one and the same war. Other than fighting Israel's enemies, these adventures are also wars to control Central Asian oil and natural gas (one of the main pipelines from the Caspian Sea went straight through Serbia). The control of this wealth by the United States and Israel necessitates bypassing Russian channels. This means that the Jewish oligarchy in Russia would become the central actor in world politics.
The Israeli/CIA complex was using Khodorkovsky to sell off the assets of YUKOS to Exxon/Mobil (as well as a smaller piece to Texaco), hence bringing Russia's pipelines into the hands of the western powers. The Nov. 5 New York Times also indicated that the Bush family's Carlyle Group was involved.
It was not long after Putin began threatening the YUKOS conglomerate that neo-conservative pundits such as William Kristol and Ariel Cohen began calling
Putin a 'communist,' 'another Stalin' and 'tyrannical.'
The basis of these wild accusations, of course, is the fact that Putin stands in the way of Zionist domination.
From this, the roles of several other variables and players develop clearly. The State Department/Harvard University alliance was meant to 'deregulate,' or
'privatize' much of the Russian economy precisely to keep the Russian state out of the equation. Therefore, pro-Israel oligarchs (that is, Israeli citizens
living in Russia) then benefited, placing most of the economy in their hands, and, by extension, Israel's.
Russia's response has been to clamp down on further foreign penetration into defense and other sensitive industries, and specifically, to target those
believed to be working for both the CIA and Mossad and attempting to control Central Asian oil. It needs to be reiterated that where the (CIA goes, Mossad goes as well. Israeli and American interests have come together in the dominance of the Central Asian region and therefore, so have liberal ideology, the Beltway set,
neo-conservatism, Ivy League eggheads, Christian Zionism, the Rothschilds and the American media.) Afghanistan through the Caspian Sea through to Georgia,
Azerbaijan and into the Balkans (not to mention pipelines leading to oil-hungry China), have become one single theater of war over trillions of dollars in oil
and gas wealth, incorporating every single power center in global politics. The battle against the New World Order is being decided in Moscow.
Therefore, all anti-Russian alliances in the region, from Islamic fundamentalism to Slavic separatism to the George Soros 'Open Society' Foundation, are in the
interests of the CIA/Exxon/Ivy League/NWO complex. In Azerbaijan, for example, American elites have pushed for a 'democratic' state, that is, a state not under the control of pro-Moscow Heydar Aliev, thus leaving the country open to U.S. oil investment. Aliev, of course, is promoting Russian interests in the region, and thus, has become a �tyrant� in the Beltway mind.
The American response to this situation within this region is to create the GUAAM pact, including, Georgia, Ukraine, Armenia, Azerbaijan and Moldova.
Cohen gives us a clue as to why this entity was brokered under NATO auspices:
"The Baku-Tbilisi-Ceyhan Pipeline will export up to 1 million barrels per year of high quality Caspian crude oil by 2005." In other words, billions of dollars
of oil are slated to be pumped through this region very soon and the economic/military alliance of GUAAM is the means to ensure American control over
it. This connects the Serbian, Afghan and Iraqi wars.
Russia's response to Israel's terror threats against most of the Islamic world is fully understood as both a political and economic question. Further, increasing cooperation between Russia and India, as well as China, are clear markers that Putin, one of the few actually competent leaders in world politics, is building an anti-imperialist and anti-NATO alliance with the aim of countering American/Zionist moves for the world's oil and gas wealth.
The interests, however, go even further than Zionist control over American foreign policy decision-making. According to Article 31 or the Russian Criminal Code, �a person cannot be prosecuted for a crime if he/she voluntarily refuses to accomplish that crime once and for all�.

Hardly anybody will be condemning the young woman for cowardice, -- for virtual refusal to self-sacrifice. For most of them their own lives is the main value.
It's a lot easier and a lot more pleasant to be dealing with other lives. Especially when doing it from the Kremlin's apartments under tight security or
from other spots that are just as safe.

But thanks to Muzhekoyeva's 'cowardice', several Muscovites, who happened to be at the scene, returned to their families alive and unharmed. But they might not
have returned, had another girl with a stronger character been there instead of Zaremba. This fact alone deserves maximum leniency on the court's behalf, --
judging by the law.

Death of a demolition man from the FSB (KGB) is a matter of his personal professionalism. It has nothing to do with the might-have-been suicide bomber.

Let's recall another example. A gang of Russian Spetznaz (special forces) commandos headed by captain Ulman shot several Chechen peaceful civilians
(school workers, I think), among whom there was a disabled man and a pregnant woman. They referred to an order received from their command. Even during the
trial they were not denying that they new they detained ordinary citizens. These Russian servicemen acted like ordinary hired killers who commit murders on the
order of ones who hire them. Nevertheless the court acquitted them and they are now free.

And now let's imagine this: the same Ulman and his accomplices are looking for some ringleaders of Russian mafias, but they detain and shoot a number of
totally innocent Russians. Or what if Russian scumbag colonel Budanov raped and killed an ordinary woman from Moscow? Would the Muscovites have still started
protest rallies with slogans saying �Freedom to Ulman and Budanov�? You won't even see it in a bad dream. But you are allowed to kill Chechens and get away
with it.

Putin benefits from provoking interethnic hatred for many reasons. The main reason is that this way it is easier to stay in power.

There was a time when Blacks in South Africa were treated the same way. But we know that the colonizers had never got away with it. But Blacks had it easier:
unlike Putin, the South African racist ruler did not have nuclear weapons. This is why he was subjected to both political and economic pressure from Europe and

- What about European Union so called "The Democratical Institutions" worldwide? Reflections of Western showmen?
- Another wave of war operations has splashed out of the Chechen boiling cauldron. In spite of desperate attempts made by Putin and his friends in the

When blood and tears, concentration camps and hostages, murders and kidnappings do not get outside of Chechnya, the international community is satisfied and

The European Commission is extremely concerned about this problem and is now threatening to file a complaint with the European Court about Italy, Belgium,
Austria and Greece. The reason for this is inhumane conditions that the chickens are held in these countries. (This is what the document actually says, --
'inhumane conditions'). Chickens are getting oppressed: they are living in very small cages. By 2012 the European Union is planning to impose a full ban on
keeping the egg-laying hens in cages.

By the way, Europe is also concerned with the cows for milking, on the top of the problems with chickens. Not too long ago the same European Commission
announced that it was going to publish the proposals on making stricter standards for transporting cattle. For example, the number of livestock on a truck must be reduced from 29 to 9. Also, the permissible number of animals in transporters must be reduced in order not to expose cows to any excessive stresses.

And this summer international human rights court in Strasbourg censured Austria for discrimination of homosexuals.

The reason why Austria was censured was the specific case considered by the Strasbourg Court. After the death of cohabiter, some Sigmund Karner was not
allowed to inherit the ownership of the condominium belonging to the deceased, since their marital relations were not registered in proper order. The lawsuit
in Strasbourg was filed by Homosexual Initiative organization, registered in Vienna. And now that organization wants to present to the public a number of
decisions made by the Austrian justice, which show violations of rights of gays and lesbians in that Republic.

So, the Strasbourg Court has no time to bother with the suits from Chechen children, widows and mothers who lost their families in occupied Chechnya.
Chechnya with its 250,000 dead bodies does not fit into the framework of civilized Europe. But had that Russian Spetznaz squad shot a Belgian chicken
instead of a pregnant woman, a disabled man and a school principal, that would have been a good pretext to interfere.

Stress of milked cows is a lot bigger of a problem for Europe than some 250,000 dead bodies of a nation of just 1 million.

But as soon as Chechens cross the boundaries drawn by the international community, universal whining gets initiated immediately. One after another, the
Western leaders line up with their reproaching faces of strict teachers to show their condemnation of Chechen Resistance. Somewhere in the end of that line
Chechen representatives show up, who consider it to be their duty to confirm that there is a reason for them to be wearing civilian European suits.

They are explaining to the Chechens that there are rules that allow Russia to be killing them, but the Chechens can never be killing their murderers. This rule
is called the international law. And this is the rule that Chechen Fighters (Mujahideen) are violating, when they without permission leave the Chechen soil,
allotted for the war, and quite illegally attack their enemies outside of the borders.

Only an eyeless person cannot see the pattern between the activities of the Chechen Resistance and the degree of attention paid by the so-called
international community to Ichkeria. As soon as Mujahideen run the blockade and break through the red flags, a vivid discussion of the Chechen issue gets
started (along with condemnation). Moscow is being persistently reminded that all terms of suppression of Chechen Resistance have expired and it's time to
change the strategy. But when the activities of the Chechen units get decreased, they become instantly forgotten and Russia continues its purposeful
extermination of the Chechen nation in a quiet environment.

This is why, in my point of view, the actions of the Chechen Forces should be viewed from the standpoint of logic and expediency, but not from the standpoint
of the public opinion which may censure the Chechen Resistance. Had the public opinion been playing the key role in the issue of war and peace, the war in the
Caucasus would have never happened in the first place.

- A Swedish prosecutor ordered two servers hosting a Chechen rebel website to be impounded.

The website, www.kavkacenter.com, is very critical of Russian policy towards the breakaway republic Chechnya, and supports the Chechen armed struggle against Russia.

The website is hosted on servers owned by a Finnish businessman. Russian and Finnish objections in autumn 2004 resulted in him moving the site to Sweden, where he rents space at a web hosting company. The owner of the hosting company yesterday received a call from the international prosecutor's office in Stockholm, requesting a meeting.

"They came to the office and held a short meeting about our relationship to the client. Someone from the National Criminal Investigation Department also took part," the owner explained.

"The prosecutor then decided to search the premises and to confiscate two servers."

"I see this as an outrage. I don't agree with what's written on the website but I respect their right to free speech."

The prosecutor could not be reached for a comment.

The prosecutor's actions were spurred by a complaint from the Russian Embassy, according to the Finnish owner of the servers and the hosting company owner.

The website is accused of incitement, according to the company owner.

"The material in question is a number of pages in the site's letters pages in which an attack in Nalchik in October 2005 is praised," he told TT.

News agency TT was reporting on Friday night that the internet address was linking to a temporary homepage with identical content, hosted in a server in Lithuania. Lithuania's supreme court recently decided despite Russian opposition that the website can remain up.

However, by Saturday morning, the site's content appeared not to be accessible at the address.

Aslan Maskhadov, whose death at the hands of Russian forces was reported today, is the man with the best claim to be the legitimately elected president of the
Chechen people, having emerged victorious in a poll held in January 1997, during a brief window of de facto independence from Russia. Maskhadov had led the forces that drove Russia from the republic, forcing the then president Boris Yeltsin to negotiate a face-saving ceasefire. That was the end of what has come to be known as the first Chechen war and it was, in the eyes of the shamed Russian military and the world, a victory, albeit a scrappy one, for the Chechens.

Yeltsin's successor Vladimir Putin came to power determined to efface that memory. Meanwhile, the republic that Maskhadov had inherited, war-torn and lawless, was becoming the fertile breeding ground for a new generation of Chechen fighter - radical Islamists, trained in an ideology of fundamentalism and prepared to commit acts of terror.

Putin went to war again in 1999, provoked by bomb attacks against civilians in Moscow. Maskhadov went underground. The onslaught on Chechnya was as intense and brutal as it had been in 1994, but the second Chechen war has been conducted in very different times. Since September 11 2001, the international community has been readier than it was before to accept Moscow's claim that military action in the breakaway province is a component in a globalised war on terror. Maskhadov, who like most of his generation was originally motivated to fight on a platform of secular national liberation, was re-branded a terrorist. US silence on the issue of Russia's war was a quid pro quo for Moscow's quiescence on military action in Afghanistan.

Events in Chechnya have unfolded with the grim inevitability of self-fulfilling prophecy: with no other sources of support or funding the rebels increasingly turned to Islamists; in so doing they changed the nature of their conflict; once labelled as terrorists they forfeited international sympathy and the terror tacticians in their ranks gained the upper hand. The seizure of a school in Beslan, in Russia's North Caucasus, last year would have been unimaginable 10 years before. Maskhadov denied responsibility. Moscow blamed him outright. The truth may now be lost for a generation.

For some outside observers, Maskhadov was the Yasser Arafat of the Chechen conflict - beyond the pale for negotiations as far as the occupying power was
concerned, but the only person with the combination of military credibility and diplomatic experience to carry his people to the peace table. Even moderate
Russian politicians, who are now marginalised in Moscow, had called for dialogue with him, at least before the horror of Beslan. But the idea of talks with
Maskhadov - indeed the mention of his name - seemed to produce uncharacteristically emotional rage in Putin. The Russian president will declare
Maskhadov's death a victory to celebrate as if Osama bin Laden had been captured or killed.
